I’m confused.  I was under the impression that the federal government, namely the Social Security Administration, was the only agency authorized to assign social security numbers.  Oh wait, that is the case!  What were employees of the Dallas Independent School District thinking???

Years after being advised by a state agency to stop, the Dallas Independent School District continued to provide foreign citizens with fake Social Security numbers to get them on the payroll quickly. Some of the numbers were real Social Security numbers already assigned to people elsewhere. And in some cases, the state’s educator certification office unknowingly used the bogus numbers to run criminal background checks on the new hires, most of whom were brought in to teach bilingual classes.

Putting aside the potential legal issues surrounding their process, let’s explore how a fake social security number can affect the background check of an applicant.  Without a valid SSN, there is no way to generate an address history for the past seven to ten years.  Without an address history, there is no way to know where to conduct the county criminal check.  Without running a comprehensive criminal check, you could end up hiring an individual with felonies and misdemeanors that would normally disqualify them from employment with your company.

I wish I had something witty to say at this end of this blog but I’m a little preoccupied.  I’m heading to Finland to negotiate a trade agreement and need to brush up on my Finnish…
